GM bulletin PIC5650K

What it saysThis Preliminary Information communication provides information to the technician about vehicles that have an intermittent no crank, no start, or start stall concern with the security light coming on. NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated May 15, 2023, received Jun 13, 2023, about the power train. It names 264 model years across Chevrolet, GMC, Buick and Cadillac (2016–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 263 model years this bulletin names have filed 35,404 complaints with NHTSA since 2015. 14,549 of them name Power Train, Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2017 GMC Acadia, the 156 owners who gave an odometer reading for Power Train reported it at a median of 36,128 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

In the early morning hours of october 21st, around 3am, we were woken up by smoke/fire alarms. We started running around our home to identify the cause of the alarm. After about 5 minutes of searching inside the home and finding nothing, we realized that there was some smell of smoke coming from the garage and when the mudroom door which…

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM PIC5650K a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the PIC5650K repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does PIC5650K cover?

The manufacturer filed it against 264 model years across 4 brands (Chevrolet, GMC, Buick and Cadillac): 2019 Buick Cascada, 2018 Buick Cascada, 2017 Buick Cascada, 2016 Buick Cascada, 2022 Buick Enclave, 2021 Buick Enclave and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
