What does a defect dossier contain?

For one model and one system across every model year: recall campaigns, manufacturer communications and NHTSA investigations as numbered exhibits, owner-complaint counts by year with excerpts, and a CSV.

Are owner complaints evidence of a defect?

They are allegations filed with NHTSA, which does not verify them, and the dossier labels them that way. Recalls, bulletins and investigations are the manufacturer's and NHTSA's own filings.
