GM bulletin 12-08-51-002R

What it saysThis informational bulletin provides technicians and dealership personnel with spray-in bed liner general information and repair procedures. NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated Nov 7, 2024, received Dec 10, 2024, about the structure. It names 84 model years across Chevrolet and GMC (2016–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 83 model years this bulletin names have filed 15,098 complaints with NHTSA since 2015. 254 of them name Structure — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2017 Chevrolet Silverado, the 19 owners who gave an odometer reading for Structure reported it at a median of 7,500 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

Tailgate opens by itself, a know issue by GM and Sierra drivers. Mine was damaged by opening and banging against my travel trailer. I have been talking with GM about this since September. Today a different department told me they require up to 30 days to investigate and if I pay for the repairs myself they will cancel the investigation.

2023 GMC Sierra · Structure · filed with NHTSA Dec 4, 2023

Bad paint, extremely soft, chips easily. Rear of fenders and tailgate showed chips after 1500 miles, now front of rear fenders are chipped as well as numerous places on sides and front of vehicle. Dealer told me it was due to dust storm. My 2003 Silverado has paint that looks newer than my 2016 and is parked in the same location

2016 Chevrolet Silverado 3500HD · Structure · filed with NHTSA Aug 11, 2017

I purchased my truck in august 2016. I noticed a vibration from 70-80 MPH. Very noticeable in the steering wheel and more recently in the driver seat. It's been to the dealer twice. They picoscoped (service tool) to isolate the vibration. Performed lots of balancing, new tires, drive shaft, differential (ring & pinion).

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM 12-08-51-002R a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 12-08-51-002R repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 12-08-51-002R cover?

The manufacturer filed it against 84 model years across 2 brands (Chevrolet and GMC): 2025 Chevrolet Colorado, 2024 Chevrolet Colorado, 2023 Chevrolet Colorado, 2022 Chevrolet Colorado, 2021 Chevrolet Colorado, 2020 Chevrolet Colorado and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
