GM bulletin 23-NA-167

What it saysThis informational bulletin provides information on Outside Rear View Mirror Defog or Defrost Times Different for Passenger and Driver Mirrors. NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated Nov 22, 2024, received Oct 17, 2023, about the visibility/wiper — 2 documents under this number. It names 46 model years across Chevrolet, GMC and Cadillac (2019–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

Read by machine from the document NHTSA serves (2 pages), read Sep 30, 2026. A part number is shown only where it matches GM’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 46 model years this bulletin names have filed 10,709 complaints with NHTSA since 2015. 3 of them name Visibility/Wiper — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

This is not a failure, just a poor design for cold temperatures. The windshield wipers are set low on the windshield, below where the defroster can reach. When it is cold/snowing outside, (which it does a lot in the Alaskan interior), the wipers remove the melted water from the windshield and push it down to where the wipers sit in the…

2023 Chevrolet Silverado 2500HD · Visibility/Wiper · filed with NHTSA Nov 30, 2024

On April 13, 2026, I experienced two safety-related malfunctions while driving my 2025 Chevrolet Silverado 3500 LTZ on a two-lane highway in light rain. At approximately 6:24:05 PM, the windshield wipers stopped in the upright position for about 2–3 seconds while the vehicle was in motion, causing a temporary loss of forward visibility.

2025 Chevrolet Silverado 3500HD · Visibility/Wiper · filed with NHTSA Apr 14, 2026

Serious Safety Issue: While driving in the Rain, with the wipers on (actively working), randomly they will stop working. They will not work again until 10-15 minutes of time has passed. Any alternative setting makes no difference. During the 10-15 minutes of non-working wipers, there is nothing the driver can do…. Except wait.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM 23-NA-167 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 23-NA-167 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 23-NA-167 cover?

The manufacturer filed it against 46 model years across 3 brands (Chevrolet, GMC and Cadillac): 2025 Cadillac Escalade, 2024 Cadillac Escalade, 2023 Cadillac Escalade, 2022 Cadillac Escalade, 2021 Cadillac Escalade, 2024 Chevrolet Silverado and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
