Ford filed this with NHTSA as a service bulletin dated May 29, 2023, received May 30, 2023, about the power train. It names 45 model years across Ford and Lincoln (2017–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationWhat it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.
Some 2017-2023 F-150, 2018-2023 Expedition/Navigator/Mustang, 2019-2023 Ranger, 2020-2023 Explorer/Aviator/Transit and 2021-2023 Bronco vehicles equipped with a 10R60 transmission and built on or before 23-Dec-2022 or with a 18R80/10R80MHT transmission and built on or before 15-Aug-2022 may exhibit a harsh/delayed engagement and/or harsh/delayed shift. It is possible the vehicle may also have an illuminated malfunction indicator lamp (MIL) or diagnostic trouble codes (DTC) P0751, P0752, P0756, P0757, P0761, P0762, P0766, P0767, P0771, P0772, P2700, P2701, P2702, P2703, P2704, P2705, P2707, P2708, P0729, P0731, P0732, P0733, P0734, P0735, P0736, P076F, P07D9, P07F6 and/or P07F7 stored in the powertrain control module (PCM) or transmission control module (TCM). This may be due to the software in the PCM or TCM, the transmission solenoid ID strategy, sticking valves in the main control valve body and/or axial movement of the CDF clutch cylinder (7H351) sleeve.

Read by machine from the document NHTSA serves (24 pages), read Sep 30, 2026. A part number is shown only where it matches Ford’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.
Affiliate disclosure: some links on this page are affiliate links. If you request a quote or buy through them we may earn a commission at no extra cost to you. Nothing on this page changes because of it.
The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 45 model years this bulletin names have filed 14,817 complaints with NHTSA since 2015. 5,510 of them name Power Train — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2018 Ford F-150, the 334 owners who gave an odometer reading for Power Train reported it at a median of 60,350 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
A Police Officer's Ford Explorer Interceptor Hybrid SUV while driving had a vehicle malfunction where the rear wheels began to wobble/vibrate and while driving in a straight line with front wheels facing straight caused the vehicle to fishtail out of the control (loss of control to the rear wheels) and slam into a tree at approximately…

On my 2020 police interceptor through a no issue for the transmission, failing at early mileage, jerking in a drive and slamming gears when shifting and low gears, I believe the component is the CDF drum in the transmission, which is thousands of dollars to fix Ford offered to replace it under warranty, but the issue typically doesn’t…
2020 Ford Explorer · Power Train · filed with NHTSA Aug 18, 2026
The contact owns a 2023 Ford Ranger. The contact stated while driving at an undisclosed speed, the vehicle inadvertently decelerated to 40 MPH, and the vehicle then shifted into 4WD-Low independently. As a result of the failure, the vehicle dramatically decelerated and skidded to a complete stop. The 4WD warning light was illuminated.
2023 Ford Ranger · Power Train · filed with NHTSA Mar 28, 2025
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford TSB 22-2428 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the TSB 22-2428 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does TSB 22-2428 cover?
The manufacturer filed it against 45 model years across 2 brands (Ford and Lincoln): 2023 Ford Bronco, 2022 Ford Bronco, 2021 Ford Bronco, 2023 Ford Expedition, 2022 Ford Expedition, 2021 Ford Expedition and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2021-2023 Bronco: built on or before 23 Dec 2022; 2021-2023 Bronco: built on or before 15 Aug 2022; built on or before 3 Jan 2021 — the build date is on the certification label in the driver’s door jamb.
