Mazda bulletin 09-038-24

What it saysIn accordance with Federal regulations, follow the procedure listed below when replacing a speedometer. NHTSA’s full summary ↓

Mazda filed this with NHTSA as a service bulletin dated Aug 8, 2024, received Sep 4, 2024, about the electrical system. It names 47 model years (2016–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Source: NHTSA's summary of the manufacturer's communication

In accordance with Federal regulations, follow the procedure listed below when replacing a speedometer. NOTE: Tampering with a motor vehicle odometer is strictly prohibited by Federal, and State laws. It is the dealer’s responsibility to comply with Federal, State, and local laws concerning odometer and related documentation requirements when providing a repair or replacement. Mazda vehicles are manufactured with tamper-proof speedometers. When a speedometer is replaced, the new speedometer will read zero (0) miles. This procedure is extremely important to accurately represent actual vehicle mileage. Prior to speedometer removal, complete the information required on the “Speedometer Replacement Label”. Labels can only be ordered through Mazda eStore. In an effort to achieve a higher level of Customer Experience and retain the value of Mazda’s vehicles, MNAO Warranty Operations is allowing all Mazda dealers to utilize a third party, SPECMO Enterprises, Inc., for Instrument Panel Cluster (IPC) odometer setting service. With the use of SPECMO’s services, it is possible that the odometer will be set between 10 to 31 miles over the odometer mileage at the time of replacement for both warranty and customer pay repairs. Please make sure that the customer is aware that there may be a slight variance to the odometer, in which case the customer may have to accept the slightly higher mileage. Since odometer setting service is not part of the warranty repair, it is not warrantable nor required, but optional. However, Mazda Warranty policy provides after- warranty assistance (AWA) or DSA that can be utilized to cover this service expense.

Read by machine from the document NHTSA serves (5 pages), read Sep 30, 2026. A part number is shown only where it matches Mazda’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 41 model years this bulletin names have filed 2,887 complaints with NHTSA since 2015. 440 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2016 Mazda CX-5, the 34 owners who gave an odometer reading for Electrical System reported it at a median of 35,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

Since 2019 there have been several instances with my vehicle where someone has been able to knock the power offline thereby disabling it. It happened in five locations - a storage location in Olive BranchN MS, a former address in Memphis, TN (4330 Angarath Dr), a restaurant (Sonic) in Greenville, MS and twice in Greenville, MS both at a…

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Mazda 09-038-24 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 09-038-24 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Mazda warranty extension on file lists the ones Mazda has filed.

Which vehicles does 09-038-24 cover?

The manufacturer filed it against 47 model years: 2021 Mazda CX-3, 2020 Mazda CX-3, 2019 Mazda CX-3, 2018 Mazda CX-3, 2017 Mazda CX-3, 2016 Mazda CX-3 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
