GM bulletin 13-03-10-001L

What it saysThis service bulletin provides information on summer tire performance and tire cold weather cracking. NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated Oct 3, 2024, received Nov 9, 2024, about the wheels. It names 37 model years across Chevrolet and Cadillac (2016–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 37 model years this bulletin names have filed 1,417 complaints with NHTSA since 2015. 457 of them name Wheels — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2017 Chevrolet Corvette, the 164 owners who gave an odometer reading for Wheels reported it at a median of 15,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

At 45mph the right front wheel shudders. It only happens occasionally. I've checked it on very smooth roads to make sure it wasn't the conditon of the road causing the shudder. Sometimes, when the car shifts, it shifts very hard as if being bumped in the rear. I had it checked and i'm told it may be a transmission issue but not sure.

2016 Cadillac CTS · Wheels · filed with NHTSA Jul 3, 2020 · ODI 11337345

After 9,000 miles, the rear driver side wheel was leaking air. Upon inspection by community Chevrolet dealer in burbank, the wheel was cracked in a handful of places. The dealer concluded that there was no misuse damage and submitted the reimbursement claim to Chevrolet hq. Hq denied the claim to replace the faulty wheel

2019 Chevrolet Corvette · Wheels · filed with NHTSA Oct 17, 2019 · ODI 11269165

At 23000 miles the right rear wheel cracked. I have a 2023 Corvette stingray HTC with the 20" wheels. The option code for this original GM wheel is Q8Q, "20" rear carbon flash painted aluminum wheels with machined edge". This is a common problem and has been reported by many corvette owners on several corvette forums.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM 13-03-10-001L a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 13-03-10-001L repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every GM warranty extension on file lists the ones GM has filed.

Which vehicles does 13-03-10-001L cover?

The manufacturer filed it against 37 model years across 2 brands (Chevrolet and Cadillac): 2019 Cadillac ATS, 2018 Cadillac ATS-V, 2017 Cadillac ATS-V, 2016 Cadillac ATS-V, 2025 Cadillac CT4, 2024 Cadillac CT4 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
