What it saysReporting procedure for A/C compressor replacement regardless of the reason for failure. NHTSA’s full summary ↓
Volkswagen filed this with NHTSA as a service bulletin dated Nov 13, 2023, received Dec 6, 2023, about the visibility/wiper. It names 65 model years (2016–2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 63 model years this bulletin names have filed 8,028 complaints with NHTSA since 2015. 12 of them name Visibility/Wiper — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2017 Volkswagen Golf / GTI, the 21 owners who gave an odometer reading for Visibility/Wiper reported it at a median of 25,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
I leased this vehicle in July 2021 - it currently has less than 5,000 miles on it. -The infotainment system in the vehicle is defective, which includes the rear visibility system. Within a few weeks of leasing the car (if not sooner), I noticed the back up camera was working when I put the vehicle into reverse. The screen is black.
2021 Volkswagen Atlas · Visibility/Wiper · filed with NHTSA Feb 3, 2022
While driving 65mph on fwy when the passenger side rear window SHATTERED! No rock, no bump, no shot, nothing. It absolutely imploded for no reason! The car was bought brand new ONE MONTH ago. It came with “factory tint” but it, too, disintegrated. I am very concerned about what caused this and when it may happen again.
2023 Volkswagen Taos · Visibility/Wiper · filed with NHTSA Dec 10, 2023
Both side mirrors are automatic. The side mirrors are supposed to fold in when turning the car off, and fold out when the car is on. One or both of the mirros either fail to fold out when the car is started, or fold in unexpectantly while driving. This creates a highly dangerous life and safety hazard when it happens.
2017 Volkswagen Passat · Visibility/Wiper · filed with NHTSA Oct 27, 2018
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Volkswagen V871810204370421 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the V871810204370421 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does V871810204370421 cover?
The manufacturer filed it against 65 model years: 2024 Volkswagen Arteon, 2023 Volkswagen Arteon, 2022 Volkswagen Arteon, 2021 Volkswagen Arteon, 2020 Volkswagen Arteon, 2019 Volkswagen Arteon and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
