The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 11 model years this bulletin names have filed 432 complaints with NHTSA since 2015. 31 of them name Steering — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
This morning I got into my Defender, started it, and the power steering was clearly not working at all. The steering wheel was not locked. With very significant effort I could turn the wheel. After searching online I found that this is apparently a widespread problem with Land Rover Defenders since about 2021.

This happenedtwice after the most recent update(os 3.0). When i turned on my vehicle and engaged drive, power steering was disabled and/or locked. Im not sure which it was, but steering the vehicle was not possible, for several seconds, until it resolved itself

The steering column won't move. The car starts, you can drive forward and back but the steering column doesn't move. This has happened twice now and I am afraid if this happens while I'm driving unexpectedly, death or serious injuries are very possible

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Land Rover SFCC_JUN2024_56 a recall?
No. A manufacturer communication is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Is the SFCC_JUN2024_56 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
