The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 6 model years this bulletin names have filed 307 complaints with NHTSA since 2015. 24 of them name Steering — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

This morning I got into my Defender, started it, and the power steering was clearly not working at all. The steering wheel was not locked. With very significant effort I could turn the wheel. After searching online I found that this is apparently a widespread problem with Land Rover Defenders since about 2021.

This happenedtwice after the most recent update(os 3.0). When i turned on my vehicle and engaged drive, power steering was disabled and/or locked. Im not sure which it was, but steering the vehicle was not possible, for several seconds, until it resolved itself

2020 Land Rover Defender · Steering · filed with NHTSA Jan 9, 2022 · ODI 11446777

The steering column won't move. The car starts, you can drive forward and back but the steering column doesn't move. This has happened twice now and I am afraid if this happens while I'm driving unexpectedly, death or serious injuries are very possible

2023 Land Rover Defender · Steering · filed with NHTSA Jan 8, 2024 · ODI 11564087

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.
