Ford bulletin TSB 25-2351
What it saysThis article supersedes TSB 24-2386 to update the Service Procedure and Part List. NHTSA’s full summary ↓
Ford filed this with NHTSA as a service bulletin dated Jul 25, 2025, received Jul 30, 2025, about the power train. It names 28 model years across Ford and Lincoln (2019–2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationThis article supersedes TSB 24-2386 to update the Service Procedure and Part List. Some of the vehicles listed in the Model statement above may exhibit all of the following conditions: Shudder chatter condition, most noticeable at low speeds turning No diagnostic trouble codes DTCs present Note: Three (3) new Essential Special Service Tools (ESSTs) are required to service the internal clutch pack on vehicles equipped with a single active torque rear drive unit (RDU) only. These ESSTs are expected to ship to all dealers (US, Canada, Puerto Rico and Mexico) in September 2025. ESST packages were shipped to 100 selected dealers in the US and Canada in May 2025, based on RDU part sales activity. The RDU Internal Clutch Kit and Adhesive Sealant are currently under restricted ordering to ensure ample supply of parts are available to dealers with the ESSTs. All parts are expected to be available for open order by Q4 2025, when the ESSTs are planned to arrive at all dealers. Note: For dealers with the ESSTs and a vehicle in the service department that requires a repair using the new RDU Internal Clutch

Read by machine from the document NHTSA serves (15 pages), read Sep 30, 2026. A part number is shown only where it matches Ford’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.
Affiliate disclosure: some links on this page are affiliate links. If you request a quote or buy through them we may earn a commission at no extra cost to you. Nothing on this page changes because of it.
The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 28 model years this bulletin names have filed 7,353 complaints with NHTSA since 2015. 1,909 of them name Power Train — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2019 Ford Edge, the 106 owners who gave an odometer reading for Power Train reported it at a median of 70,911 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
The transmission jerks at low speeds between 10mph-60mph. Has been duplicated at Lincoln dealership. A torque converter was replaced , but did not correct problem. I know that there is a class action suit for this problem for 2019-2021 it needs to add the 2022 suv also. Lincoln paid for parts , I paid labor . Total repair was 2200$
2022 Lincoln Nautilus · Power Train · filed with NHTSA Mar 6, 2026 · ODI 11722407
Transmission realized a catastrophic and destructive failure. The vehicle immediately lost power and speed. Scattering debris and transmission fluid on the highway. Causing a safety concern for me and other drivers. Confirmed by a dealer. Inspected by the dealer. I experienced irregular transmission shifts and shuttering at times.
2021 Lincoln Corsair · Power Train · filed with NHTSA Nov 11, 2025 · ODI 11698723
In three occasions the automatic transmission has stopped working, operating under normal city driving conditions. Turning the car off and on again, it has worked properly. The car has less than 4000 miles. I took it to the Ford repair shop and there is a defect in the hybrid transmission, and it will take 4-6 weeks to be solved.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford TSB 25-2351 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the TSB 25-2351 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does TSB 25-2351 cover?
The manufacturer filed it against 28 model years across 2 brands (Ford and Lincoln): 2024 Ford Bronco Sport, 2023 Ford Bronco Sport, 2022 Ford Bronco Sport, 2021 Ford Bronco Sport, 2024 Ford Edge, 2023 Ford Edge and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
