Chevrolet, Cadillac, Ford and Toyota filed this with NHTSA as a service bulletin dated Aug 2, 2023, received Aug 3, 2023, about the equipment. It names 28 model years across Chevrolet, Cadillac, Ford and Toyota (2016–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 28 model years this bulletin names have filed 1,994 complaints with NHTSA since 2015. 161 of them name Steering, Suspension — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2017 Chevrolet Camaro, the 29 owners who gave an odometer reading for Steering reported it at a median of 27,280 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
I had gotten into my car to drive and had noticed my steering wheel came loose from its mounting point. I was able to wiggle the steering wheel back and fourth while stationary and parked, but was able to also do this while driving and while turning it was very loose as well. This happened suddenly as hours prior drove with no problem.
2017 Ford Mustang · Steering · filed with NHTSA Mar 15, 2018 · ODI 11079484
Vehicle has an issue where it intermittently throws errors, loses power, accelerates on its own, and is difficult to steer. I purchased it with 12,800 miles in it and it has been having this issue since then and no one has been able to fix it. It appears from maintenance records it has been happening since it had 2800 miles on it.
2019 Cadillac ATS · Steering · filed with NHTSA Sep 26, 2025 · ODI 11689817
Drivers side tie rod has completely broken in half. This happened whilst just backing the car out of my garage and just starting down the drive at 1 mph. Had vehicle picked up and taken to the local dealer where I purchased the vehicle. Toyota refused to cover repair under warranty, saying I would have to pay for a $5000+ repair

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Chevrolet, Cadillac, Ford and Toyota SB23-01 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SB23-01 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every GM warranty extension on file lists the ones GM has filed.
Which vehicles does SB23-01 cover?
The manufacturer filed it against 28 model years across 4 brands (Chevrolet, Cadillac, Ford and Toyota): 2019 Cadillac ATS, 2018 Cadillac ATS, 2017 Cadillac ATS, 2016 Cadillac ATS, 2019 Cadillac CTS, 2018 Cadillac CTS and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
