Volkswagen bulletin V0019012040590_14

What it saysWater migration under the RAPGARD® protection when vehicle arrives at dealership. NHTSA’s full summary ↓

Volkswagen filed this with NHTSA as a service bulletin dated Feb 5, 2025, received Mar 5, 2025, about the structure. It names 41 model years (2020–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 41 model years this bulletin names have filed 4,458 complaints with NHTSA since 2015. 150 of them name Structure — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

I have a 2022 VW Jetta and my breaks lasted 13,400 miles, I have a daily commute of 11 miles and I believe this is not a normal condition on a car. The delaer refused to replace the breaks despite the eviden condition of low quality. In addition I have a problem in my door where the door does not close in case of really cold weather.

I was driving on the freeway going approximately 65 MPH. It was a clear day (about 70 degrees f), very light traffic, no other cars were in my immediate vicinity. I was not driving under any overpass nor did I see or hear any rocks hit my car. Out of nowhere, I heard a very loud pop which sounded like a gunshot.

There is a headlight chrome accent piece right above the left headlight that one day just blew off the vehicle when driving down the highway. Oddly enough, I live in a small town of Mason City, IA and I saw another VW Passat (same year) missing the same exact piece so I know this is a vehicle defect.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Volkswagen V0019012040590_14 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the V0019012040590_14 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Volkswagen warranty extension on file lists the ones Volkswagen has filed.

Which vehicles does V0019012040590_14 cover?

The manufacturer filed it against 41 model years: 2023 Volkswagen Arteon, 2022 Volkswagen Arteon, 2021 Volkswagen Arteon, 2020 Volkswagen Arteon, 2025 Volkswagen Atlas, 2024 Volkswagen Atlas and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
