The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 7 model years this bulletin names have filed 304 complaints with NHTSA since 2015. 21 of them name Steering — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
This happenedtwice after the most recent update(os 3.0). When i turned on my vehicle and engaged drive, power steering was disabled and/or locked. Im not sure which it was, but steering the vehicle was not possible, for several seconds, until it resolved itself
2020 Land Rover Defender · Steering · filed with NHTSA Jan 9, 2022 · ODI 11446777
The steering column won't move. The car starts, you can drive forward and back but the steering column doesn't move. This has happened twice now and I am afraid if this happens while I'm driving unexpectedly, death or serious injuries are very possible
2023 Land Rover Defender · Steering · filed with NHTSA Jan 8, 2024 · ODI 11564087
After 2000 miles of driving, I received a warning that I had reduced traction and needed to drive with caution. When I took vehicle to dealer they determined the “initial configuration was not complete”
2021 Land Rover Discovery · Steering · filed with NHTSA Oct 9, 2021 · ODI 11436143
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Land Rover SFCC_NOV2023_37 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SFCC_NOV2023_37 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does SFCC_NOV2023_37 cover?
The manufacturer filed it against 7 model years: 2023 Land Rover Defender, 2022 Land Rover Defender, 2021 Land Rover Defender, 2020 Land Rover Defender, 2023 Land Rover Discovery, 2022 Land Rover Discovery and more.
