What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationSome 2021-2024 Bronco/F-150, 2023-2024 Escape/F-Super Duty vehicles equipped with SYNC 4 may experience a concern during accessory protocol interface module (APIM) programming where the vehicle's center display screen indicates USB Error. This may be due to a lack of memory space available to perform the APIM software update. If it is a memory concern, the Ford Diagnosis and Repair System (FDRS) will provide an option to delete the voice application. Re-enter the module programming and when prompted, do not select first option - SYNC Module (APIM) Software Update, select the second option - Delete Voice Application(s) From Module. Once deleted, run the SYNC Module (APIM) Software Update as directed, this will update the software and automatically reload the voice app. If the voice delete option is not available, continue with normal diagnostics in the Workshop Manual, Section 418.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

I turned on the truck and heard a loud crack followed by load static originating from the front passenger area. This was from the stereo speakers. My right ear endured a lasting and substantial amount of pain. I will estimate, based on measurements of SPL I've made as an engineer, that the crack was approximately 120dB

When I pressed Start yesterday a loud ear-splitting noise emitted from the sound system. It took my shocked brain a moment to realize it wasn't a security alert. When I realized nothing I did would get it to shut off, I got out of the vehicle. It eventually stopped, and the sound system doesn't work at all now.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford SSM 52328 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SSM 52328 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does SSM 52328 cover?
The manufacturer filed it against 24 model years: 2024 Ford Bronco, 2023 Ford Bronco, 2022 Ford Bronco, 2021 Ford Bronco, 2024 Ford Escape, 2023 Ford Escape and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
