Volvo bulletin TJ 34295

What it saysThis is a Technical Journal: High Voltage Battery repairs. NHTSA’s full summary ↓

Volvo filed this with NHTSA as a service bulletin dated Mar 18, 2025, received Apr 9, 2025, about the electrical system. It names 25 model years (2016–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 25 model years this bulletin names have filed 809 complaints with NHTSA since 2015. 258 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2016 Volvo XC90, the 37 owners who gave an odometer reading for Electrical System reported it at a median of 11,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

The DIM (Driver Instrument Module) flickers intermittently and I have no idea when it's going to go out completely. It actually does go out and there's a solid white panel or colored lines, but it comes back in. This displays the speedometer & fuel. This is a safety issue. I would hate for this to go completely out while I am driving.

Some back info: I keep the auto start/stop feature disabled. There are three identical incidents total. One about a year or two ago and two back to back a few weeks ago. The first time I was stopped at a drive through but in “drive” with my foot on the brake. All of the sudden the car completely turns off. Screens black, engine off.

A/C failed to turn on. This is the second time this has occurred. It was on a 100 degree Texas day. I was already in the vehicle and it was so hot in the vehicle I was worried about a heat stroke. It caused a distraction while driving because the electrical components weren’t functioning as intended potentially causing an accident.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Volvo TJ 34295 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TJ 34295 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TJ 34295 cover?

The manufacturer filed it against 25 model years: 2022 Volvo S60, 2021 Volvo S60, 2020 Volvo S60, 2019 Volvo S60, 2022 Volvo S90, 2021 Volvo S90 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
