GM filed this with NHTSA as a service bulletin dated Nov 1, 2023, received Sep 5, 2023, about the steering — 4 documents under this number. It names 21 model years across Chevrolet, GMC, Buick and Cadillac (2022–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationPicked out of NHTSA’s summary below, word for word. The document itself is the record, and the dealer checks the VIN.
Customer Satisfaction. Due to the industry-wide semiconductor shortage, the heat feature on the steering wheel is not functional on certain 2022-2023 model year vehicles listed above, built beginning November 17, 2021. The affected vehicle owners should have been made aware of the condition at sale, and notified that once parts are available, they would be eligible for a no additional cost retrofit to enable the feature. Dealers are to replace the steering wheel assembly.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 21 model years this bulletin names have filed 2,507 complaints with NHTSA since 2015. 14 of them name Steering — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
While driving, the vehicle displayed a “Service Power Steering” warning message, and shortly after, the steering became noticeably heavier and less responsive. The issue occurs intermittently but has worsened over time, creating a serious safety concern because loss of steering assist could occur at any speed.
2022 Chevrolet Blazer · Steering · filed with NHTSA Oct 15, 2025 · ODI 11693646
While driving at higher speeds the multiple CT4 vehicles that I have driven share steering issues. While driving straight, there are no issues. If following gentle bends in the highway to the RIGHT, randomly the vehicles will increase the force required to maintain the current ground track.
2022 Cadillac CT4 · Steering · filed with NHTSA Dec 22, 2022 · ODI 11498610
When I started my truck the Service Power Steering and Service ESC notifications came up on my panel. Now my truck has no power steering and it very difficult to steer and navigate. We are in the middle of a winter storm so it is even more of a safety issue in slippery conditions.
2022 GMC Sierra · Steering · filed with NHTSA Dec 15, 2022 · ODI 11497631
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is GM N222371151-11 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the N222371151-11 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every GM warranty extension on file lists the ones GM has filed.
Which vehicles does N222371151-11 cover?
The manufacturer filed it against 21 model years across 4 brands (Chevrolet, GMC, Buick and Cadillac): 2022 Buick Enclave, 2022 Cadillac CT4, 2022 Cadillac CT5, 2023 Cadillac XT4, 2022 Cadillac XT4, 2022 Cadillac XT5 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
