What it saysThis communication is a notice for software changes with the ODIS program for specific cars. NHTSA’s full summary ↓
Volkswagen filed this with NHTSA as a service bulletin dated Jun 30, 2023, received Jul 10, 2023, about the electrical system. It names 21 model years (2016–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 21 model years this bulletin names have filed 2,922 complaints with NHTSA since 2015. 874 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2023 Volkswagen ID.4, the 28 owners who gave an odometer reading for Electrical System reported it at a median of 12,800 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
I took possession of this vehicle on 7/08/2022 and have had multiple problems with the infotainment ctr, cruise control, homelink, wireless charging pad, etc. However the most serious problem occurred on 08/27 when while sitting at a stop light on a downward hill ( I was the front car with a line of vehicles behind me ) while attempting…
2022 Volkswagen Tiguan · Electrical System · filed with NHTSA Sep 16, 2022 · ODI 11484817
Carnet in-car system doesn't work. Brought home the new 2019 Tiguan with only 5 miles on it and when I pushed the carnet buttons....nothing. Contacted the dealer and the service department took two days to try to fix it. I was told there was no fix. It's a software problem and VW must come up with a fix. Over 2 months later, still fix.
2019 Volkswagen Tiguan · Electrical System · filed with NHTSA Aug 7, 2019 · ODI 11242396
Vehicle was purchased with check engine light on, returned to dealership and was told it was the gas cap. The vehicle was stalling after that. Vehicle stalled while driving on parkway, all of the dash lights came on and the ability to brake and steer was gone causing an accident. Airbags did not deploy on the front end collision.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Volkswagen VOS-23-21 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the VOS-23-21 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Volkswagen warranty extension on file lists the ones Volkswagen has filed.
Which vehicles does VOS-23-21 cover?
The manufacturer filed it against 21 model years: 2022 Volkswagen Golf / GTI, 2023 Volkswagen ID.4, 2022 Volkswagen ID.4, 2021 Volkswagen ID.4, 2018 Volkswagen Jetta, 2017 Volkswagen Jetta and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
