Toyota bulletin TSB009223

What it saysToyota vehicles equipped with an A25A-FKS or A25A-FXS engine may exhibit reduced engine power and/or a MIL ON condition NHTSA’s full summary ↓

Toyota filed this with NHTSA as a service bulletin dated Nov 15, 2023, received Dec 26, 2023, about the engine. It names 20 model years (2019–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 20 model years this bulletin names have filed 5,137 complaints with NHTSA since 2015. 763 of them name Engine — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2019 Toyota Highlander, the 34 owners who gave an odometer reading for Engine reported it at a median of 14,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

2019 Toyota Avalon · Engine · filed with NHTSA Aug 23, 2019 · ODI 11246041

I purchased the car last July. Up to December, the car performed fine. Starting in December when I used the car heater repeatedly due to subzero temperatures, I noticed a burning smell coming from the vents. I was afraid that the engine or car would catch fire. I called the Tansky Toyota dealership and was told to bring the car in.

2022 Toyota RAV4 · Engine · filed with NHTSA Apr 22, 2023 · ODI 11518482

Engine coolant smell after driving. Doesnt matter how long I drove, 10 minutes or 6 hours, smell is there. Smell is sronger from driver side. Dealership told me it just does that! That they let sit in the parking lot running for an hour and there was no leak. It only has 10k miles on it. It shouldn't reek of hot coolant at all!

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Toyota TSB009223 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB009223 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Toyota warranty extension on file lists the ones Toyota has filed.

Which vehicles does TSB009223 cover?

The manufacturer filed it against 20 model years: 2022 Toyota Avalon, 2021 Toyota Avalon, 2020 Toyota Avalon, 2019 Toyota Avalon, 2022 Toyota Camry, 2021 Toyota Camry and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
