Toyota filed this with NHTSA as a service bulletin dated Jun 8, 2023, received Jul 31, 2023, about the fuel/propulsion system. It names 22 model years (2020–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

2023 Toyota RAV4 · Fuel/Propulsion System · filed with NHTSA Jul 8, 2024 · ODI 11600074

I purchased the car last July. Up to December, the car performed fine. Starting in December when I used the car heater repeatedly due to subzero temperatures, I noticed a burning smell coming from the vents. I was afraid that the engine or car would catch fire. I called the Tansky Toyota dealership and was told to bring the car in.

2022 Toyota RAV4 · Engine · filed with NHTSA Apr 22, 2023 · ODI 11518482

Highlander has same issue as the 2019-2020 Toyota rav4 fuel issue identified by the NHTSA: vehicle fuel gauges displaying less than full and/or total fuel dispensed is less than expected, when the fuel nozzle automatically clicks off. Noted the 'distance to empty' shown on the multi-information display is less than expected.

2021 Toyota Highlander · Fuel/Propulsion System · filed with NHTSA Apr 29, 2021 · ODI 11414525

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Toyota TSB-0033-23 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB-0033-23 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Toyota warranty extension on file lists the ones Toyota has filed.

Which vehicles does TSB-0033-23 cover?

The manufacturer filed it against 22 model years: 2023 Toyota Highlander, 2022 Toyota Highlander, 2021 Toyota Highlander, 2020 Toyota Highlander, 2023 Toyota RAV4, 2022 Toyota RAV4 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
