Ford bulletin TSB 23-2152
What it saysThis article supersedes TSB 23-2123 to update the Issue statement. NHTSA’s full summary ↓
Ford filed this with NHTSA as a service bulletin dated May 23, 2023, received May 29, 2023, about the power train. It names 21 model years across Ford and Lincoln (2017–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationThis article supersedes TSB 23-2123 to update the Issue statement. Some 2017-2020 F-150, 2018-2021 Expedition/Navigator/Mustang and 2019-2023 Ranger vehicles equipped with a 10R80 automatic transmission may exhibit a harsh engagement/harsh shift/delayed shift. It is possible the vehicle may also have an illuminated malfunction indicator lamp (MIL) or diagnostic trouble codes (DTC) P0751, P0752, P0756, P0757, P0761, P0762, P0766, P0767, P0771, P0772, P2700, P2701, P2702, P2703, P2704, P2705, P2707, P2708, P0729, P0731, P0732, P0733, P0734, P0735, P0736, P076F, P07D9, P07F6 and/or P07F7 stored in the powertrain control module (PCM) or transmission control module (TCM). This may be due to the keep alive memory in the PCM/TCM or the transmission main control valve body. To correct the condition, follow the Service Procedure to overhaul the main control valve body and/or perform an adaptive learning drive cycle.

Read by machine from the document NHTSA serves (4 pages), read Sep 30, 2026. A part number is shown only where it matches Ford’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.
Affiliate disclosure: some links on this page are affiliate links. If you request a quote or buy through them we may earn a commission at no extra cost to you. Nothing on this page changes because of it.
The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 21 model years this bulletin names have filed 8,626 complaints with NHTSA since 2015. 3,796 of them name Power Train — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2018 Ford F-150, the 334 owners who gave an odometer reading for Power Train reported it at a median of 60,350 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
The contact owns a 2023 Ford Ranger. The contact stated while driving at an undisclosed speed, the vehicle inadvertently decelerated to 40 MPH, and the vehicle then shifted into 4WD-Low independently. As a result of the failure, the vehicle dramatically decelerated and skidded to a complete stop. The 4WD warning light was illuminated.
2023 Ford Ranger · Power Train · filed with NHTSA Mar 28, 2025
The contact owns a 2020 Ford Mustang. The contact stated that while driving at 45 MPH, the vehicle was jerking and shaking uncontrollably. There were no warning lights illuminated. The contact was able to continue to drive the vehicle. The contact stated that the failure recurred increasingly while driving on the interstate.
2020 Ford Mustang · Power Train · filed with NHTSA Jan 11, 2022
The contact owns a 2019 Ford Expedition. The contact stated a rattling sound was heard coming from the engine compartment after starting the vehicle. The contact stated no warning lights were illuminated. The independent mechanic was called and stated that the failure was related to the cam phaser, which needed replacement.
2019 Ford Expedition · Power Train · filed with NHTSA Oct 25, 2021
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford TSB 23-2152 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the TSB 23-2152 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does TSB 23-2152 cover?
The manufacturer filed it against 21 model years across 2 brands (Ford and Lincoln): 2021 Ford Expedition, 2020 Ford Expedition, 2019 Ford Expedition, 2018 Ford Expedition, 2020 Ford F-150, 2019 Ford F-150 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
