Ford filed this with NHTSA as a service bulletin dated Jul 12, 2023, received Jul 18, 2023, about the electrical system. It names 16 model years across Ford and Lincoln (2021–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationSome 2021-2023 Ford and Lincoln vehicles may exhibit a condition where the high voltage battery stops charging when connected to level 1 or level 2 chargers with an illuminated malfunction indicator lamp (MIL) and diagnostic trouble code (DTC) P2C94 stored in the secondary on-board diagnostic control module A (SOBDM). To restore charging capability, disconnect the off-board charging station charge handle from the vehicle charge port and reconnect. This condition does not affect vehicle durability and no additional diagnosis or service is required for this condition at this time. Inform customers that they can continue to drive the vehicle and engineering is currently working on a solution for this condition that is expected in August 2023. Replacement of the SOBDM will not resolve this condition. Monitor OASIS for additional information.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 16 model years this bulletin names have filed 3,272 complaints with NHTSA since 2015. 763 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2022 Ford F-150, the 26 owners who gave an odometer reading for Electrical System reported it at a median of 20,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
The contact owns a 2023 Ford Mustang Mach-E. The contact stated while driving approximately 35 MPH, a MIL warning illuminated, with the message “Immediate Loss of Power” displayed. After charging for the first time at a DC fast charge station to 80%, I resumed my trip and drove about 3 miles to merge onto the expressway, my screen panel said "safely stop now", with a turtle logo and battery icon coming on. my car then came to a complete stop within a few seconds in the middle of the on-ramp leaving me stranded.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford SSM 51783 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SSM 51783 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does SSM 51783 cover?
The manufacturer filed it against 16 model years across 2 brands (Ford and Lincoln): 2023 Ford Escape, 2022 Ford Escape, 2021 Ford Escape, 2023 Ford F-150, 2022 Ford F-150, 2023 Ford Mustang Mach-E and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
