Counts are owner reports to NHTSA, not verified defects, and scale with how many of these were sold; nothing here is a rate. NHTSA groups complaints coarsely, so “Fuel/Propulsion System” means the same area of the vehicle, not one fault.

I've only filled the tank 4 times so far but I can never get it full. The most it will take is about 10 gallons and that is only if I stand there and force feed it more gas very slowly while pulling the nozzle out a little at a time. I have to fill it way too frequently, and in the winter it is especially inconvenient
My tank won't fill beyond 9-10 gallons - even when it says empty - though the fuel tank size should be 14.5. However, the tank was at max capacity when purchased from the dealer
My 2019 Rav4 xse hybrid model was recently purchased and I began to notice some discrepancies in what the vehicle had advertised for dte versus size of the tank. The vehicle's manual says this car has a 14.5 gallon tank, but the last 3 times I had gone to refill, the pump usually shuts off around 9-11 gallons and the meter jumps back to…
Fuel pump automatically shuts off but the fuel indicator shows 1 -2 bar less than full . Maximum possible fuel that I was able to fill when the vehicle was near empty is 10.2 gallons (its still 1 - 2 bars below full)
When fueling, hose stops and clicks, but tank only reads a little bit over 3/4 full. When topping off multiple times (which the gas station advises not to do), tank reads up to 7/8 max. Tank fills little over 10 gals, but marketed at 14.5

Common questions
Source: NHTSA complaint database, recalls and manufacturer communicationsAre fuel system problems common on the 2019 Toyota RAV4?
They are documented: NHTSA holds 283 owner complaints naming the fuel system on this model year (31% of everything owners filed about it), and 1 recall is filed under the same heading. Whether it is a problem on one particular car is a diagnosis, not a count, and a count says nothing about how many were sold.
Is there a recall for the fuel system on the 2019 Toyota RAV4?
Yes — one campaign is filed under this heading: 20V682000. A recall is matched by VIN; check yours at nhtsa.gov/recalls.
When do fuel system problems show up on the 2019 Toyota RAV4?
Owners who gave an odometer reading reported it at a median of 1,200 miles; half of them between 0 and 5,000. That is when reports cluster, not the life of a part.
What does NHTSA's "Fuel/Propulsion System" heading cover?
Fuel tanks, lines, pumps and injection — and on an EV, the propulsion battery and motors. Owners choose the heading when they file, so it says which area of the vehicle the complaint is about, not which part failed.
