What it saysThis is a Quality Bulletin: Service Action A10241: BECM Update: The corrective action is to perform a Total Software Upgrade NHTSA’s full summary ↓

Volvo filed this with NHTSA as a service bulletin dated Jul 7, 2023, received Jul 12, 2023, about the electrical system. It names 11 model years (2022–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

Owners of the 11 model years this bulletin names have filed 234 complaints with NHTSA since 2015. 89 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

My car has a Google system which fails to operate correctly & needs many system reboots. I've presented the shut problem to the service dept, I'm told they don't know what to tell me because they can't recreate the problem or the car's system is like phones, it freezes at times & needs to be rebooted, Volvo is constantly doing softwhere…

2022 Volvo V90 · Electrical System · filed with NHTSA Nov 20, 2022 · ODI 11494317

A/C failed to turn on. This is the second time this has occurred. It was on a 100 degree Texas day. I was already in the vehicle and it was so hot in the vehicle I was worried about a heat stroke. It caused a distraction while driving because the electrical components weren’t functioning as intended potentially causing an accident.

2022 Volvo XC60 · Electrical System · filed with NHTSA Sep 17, 2022 · ODI 11484994

I have an ongoing but intermittent problem with door and hatch releases on my 2022 Volvo wagon. The car has been looked at several times and the dealer can't find the problem. My hatch popped open while driving on RT 395 at 55. My doors either won't open from the outside or alternatively from the inside using the remote.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Volvo 31-A10241 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 31-A10241 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 31-A10241 cover?

The manufacturer filed it against 11 model years: 2023 Volvo S60, 2022 Volvo S60, 2023 Volvo S90, 2022 Volvo S90, 2023 Volvo V60, 2022 Volvo V60 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
