Subaru filed this with NHTSA as a service bulletin dated Mar 24, 2025, received Apr 1, 2025, about the engine. It names 29 model years (2019–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 29 model years this bulletin names have filed 4,496 complaints with NHTSA since 2015. 374 of them name Engine — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2019 Subaru Forester, the 23 owners who gave an odometer reading for Engine reported it at a median of 30,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

At the end of a drive of 75 mi, 55-65 MPH on an 8 lane highway the engine stalled. Stopped in HOV lane. Restarting failed several attempts. Called police 911. Dusk, with light rain, slick highway. Poor visibility. Wife and I prayed a lot. Scarier than my year in Vietnam. Restarted after about 10 minutes, and prior to police arriving.

2025 Subaru Legacy · Engine · filed with NHTSA Dec 18, 2025

The Legacy (my third one) was about a month old and had about 30 miles on the odometer. I had no warning of any problem with the car. On or about 5:45 PM on Oct 22, 2025 I was driving my Subaru Legacy when the engine stalled. I was in the HOV lane of an interstate highway. Multiple times the starter failed to restart the engine.

To Whom It May Concern, I am filing a formal dispute and safety complaint regarding my 2022 Subaru Crosstrek Limited. On November 12, 2025, while driving at approximately 70 mph on the highway, the vehicle suddenly stopped operating automatically without warning. This was a terrifying and dangerous event for me and my family.

2022 Subaru Crosstrek · Engine · filed with NHTSA Nov 12, 2025

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Subaru 09-132-25 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 09-132-25 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 09-132-25 cover?

The manufacturer filed it against 29 model years: 2025 Subaru Crosstrek, 2024 Subaru Crosstrek, 2023 Subaru Crosstrek, 2022 Subaru Crosstrek, 2021 Subaru Crosstrek, 2025 Subaru Forester and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
