What it saysVOLUNTARY SAFETY RECALL CAMPAIGN 2018-2022 LEAF; REAR CAMERA CAMPAIGN ID #: R23D7 APPLIED VEHICLES: 2018-2022 LEAF (ZE1) Check Service COMM or Dealer Business Systems (DBS) National Service History to confirm campaign… NHTSA’s full summary ↓
Nissan filed this with NHTSA as a service bulletin dated Jul 4, 2024, received Jul 10, 2024, about the electrical system — 2 documents under this number: NTB24-034 (2 filings). It names 5 model years (2018–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationPicked out of NHTSA’s summary below, word for word. The document itself is the record, and the dealer checks the VIN.
What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.
VOLUNTARY SAFETY RECALL CAMPAIGN 2018-2022 LEAF; REAR CAMERA CAMPAIGN ID #: R23D7 APPLIED VEHICLES: 2018-2022 LEAF (ZE1) Check Service COMM or Dealer Business Systems (DBS) National Service History to confirm campaign eligibility. INTRODUCTION Nissan is conducting this voluntary safety recall campaign on certain specific model year 2018-2022 LEAF vehicles to inspect the rear camera operation and either add support to the rear camera harness or, if necessary, replace the rear camera. This service will be performed at no charge to the customer for parts or labor. IDENTIFICATION NUMBER Nissan has assigned identification number R23D7 to this campaign. This number must appear on all communication and documentation of any nature dealing with this campaign. DEALER RESPONSIBILITY It is the dealer’s responsibility to check Service COMM or Dealer Business Systems (DBS) National Service History for the campaign status on each vehicle falling within the range of this voluntary safety recall which for any reason enters the service department. This includes vehicles purchased from private parties or presented by transient (tourist) owners and vehicles in a dealer’s inventory. Federal law requires that new vehicles in dealer inventory which are the subject of a safety recall must be corrected prior to sale. Failure to do so can result in civil penalties by the National Highway Traffic Safety Administration. While federal law applies only to new vehicles, Nissan strongly encourages dealers to correct any used vehicles in their inventory before they are retailed.

Read by machine from the document NHTSA serves (6 pages), read Sep 30, 2026. A part number is shown only where it matches Nissan’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.
Doing the repair yourself, or pricing it before the shop does? Search the part by fitment on eBay Motors — the listing and the price are the seller’s.

What owners reported
Source: NHTSA complaint databaseOwners of the 5 model years this bulletin names have filed 649 complaints with NHTSA since 2015. 417 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2019 Nissan Leaf, the 15 owners who gave an odometer reading for Electrical System reported it at a median of 90,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
The latest recall, NHTSA Recall 25v-655 for which there is no fix, has rendered my vehicle useless for any round-trip of more than approximately 130 miles from home. This is the same issue for which there was a recall for 2019/2020 LEAFs and after a year there was no known fix from the manufacturer

My Nissan Leaf high voltage battery has experienced excessive heating due to normal use of the level 3 chargers. Recently the battery tripped a fault sensor due to the expansion of battery cells due to excessive heating, and the vehicle is no longer drivable.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Nissan R23D7 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the R23D7 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does R23D7 cover?
The manufacturer filed it against 5 model years: 2022 Nissan Leaf, 2021 Nissan Leaf, 2020 Nissan Leaf, 2019 Nissan Leaf, 2018 Nissan Leaf. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2018-2022 Nissan LEAF: built 29 Sep 2017 – 21 Apr 2022; 2020-2021 Nissan Sentra: built 25 Nov 2019 – 12 Mar 2021; 2021 Nissan Sentra: built 25 May 2018 – 8 Mar 2021 — the build date is on the certification label in the driver’s door jamb.
