Mazda bulletin 09-012-23b

What it saysSome customers may complain that the seat warmer does not operate when turning the ignition on while the seat is warm but when turning the ignition off then on again, the seat warmer begins to operate appropriately. NHTSA’s full summary ↓

Mazda filed this with NHTSA as a service bulletin dated Jul 10, 2023, received Aug 3, 2023, about the seats. It names 9 model years (2019–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

2019-2023 Mazda3 (Japan built) before 1 Oct 2022 “Produced before Oct. 1, 2022”
2019-2022 Mazda3 (Mexico built) before 4 Oct 2022 “Produced before Oct. 4, 2022”
2020-2023 CX-30 before 4 Oct 2022 “Produced before Oct. 4, 2022”

What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.

Some customers may complain that the seat warmer does not operate when turning the ignition on while the seat is warm but when turning the ignition off then on again, the seat warmer begins to operate appropriately. DTCs B1030:13 and/or B1032:13 are stored. This is caused by the seat warmers fail-safe mode which prevents it from working during the initial drive cycle. To correct this issue, the seat warmer has been modified to optimize the temperature control. B1030:13 Seat warmer unit (LH) circuit malfunction (Heater side) B1032:13 Seat warmer unit (RH) circuit malfunction (Heater side)

Trouble codes it names: B1030 B1032

Read by machine from the document NHTSA serves (8 pages), read Sep 30, 2026. A part number is shown only where it matches Mazda’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 9 model years this bulletin names have filed 386 complaints with NHTSA since 2015. 56 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On 14th, 2026, while traveling at approximately 60 mph on the northbound 55 Freeway near the Katella exit, my vehicle suddenly began to shake violently without any prior warning. In response, I attempted to slow down by applying the brakes; however, the speedometer rapidly increased even as I maintained firm pressure on the brake pedal.

Google search shows Mazda has common problem with their front sensing camera, people are reporting the issue for different Mazda models across the board for the last few years including newer models as well. My car display shows few malfunction warning messages. Following captured from MyMazda app. 1. Forward sensing camera malfunction.

The vehicle's Connectivity Master Unit (CMU) / infotainment system has experienced a complete, permanent internal electronic failure, logged by Diagnostic Trouble Code DTC U3000:49 (Control Module Internal Electronic Failure). A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Mazda 09-012-23b a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 09-012-23b repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 09-012-23b cover?

The manufacturer filed it against 9 model years: 2023 Mazda CX-30, 2022 Mazda CX-30, 2021 Mazda CX-30, 2020 Mazda CX-30, 2023 Mazda Mazda3, 2022 Mazda Mazda3 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2019-2023 Mazda3 (Japan built): built before 1 Oct 2022; 2019-2022 Mazda3 (Mexico built): built before 4 Oct 2022; 2020-2023 CX-30: built before 4 Oct 2022 — the build date is on the certification label in the driver’s door jamb.
