Kia filed this with NHTSA as a service bulletin dated Jul 28, 2023, received Aug 3, 2023, about the fuel/propulsion system. It names 8 model years (2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationTECHNICAL SERVICE BULLETIN: DATA COLLECTION: EXTRACT CALIFORNIA EMISSIONS DATA FROM ECU (DC24) - This bulletin provides information related to extracting "in use performance tracking" emissions data from the Engine Control Unit (ECU) of certain vehicles sold in California. The California Air Resources Board (CARB) requires the emissions data from vehicles with a minimum of 3,000 accumulated miles without reprogramming or resetting. To facilitate collection of this data at the dealer level, KDS screenshots will allow the capture of relevant parameters. Note that a “Web Based” KDS IUMPR Data Collection procedure is outlined.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 8 model years this bulletin names have filed 567 complaints with NHTSA since 2015. 84 of them name Engine, Fuel/Propulsion System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
While navigating the highly dangerous downhill descent of the Tejon Pass, LEBEC, CA , the vehicle experienced a complete throttle disengagement. The accelerator pedal became entirely unresponsive, leaving the vehicle without power on a steep, high-speed highway descent. I was traveling with my young daughter inside the vehicle.

I bought this Kia with 25 miles on it and I had all oil changes done and then at 33,000 miles the engine seized and Kia refused to honor my 100,000 mile warranty. The dealership told me that the spark plugs melted causing the issue and that it definitely wasn’t an oil issue. Kia still refused to honor the warranty.

In January 2026, my wife was driving our 2024 Kia Sportage Hybrid EX downhill in traffic when the hybrid system failed without warning. Cabin filled with smoke, lost steering control, and explosion shook the vehicle. She was surrounded by other vehicles and could have been killed or caused multi-car crash.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Kia TSB_ENG247 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the TSB_ENG247 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does TSB_ENG247 cover?
The manufacturer filed it against 8 model years: 2024 Kia Carnival, 2024 Kia K5, 2024 Kia Niro, 2024 Kia Seltos, 2024 Kia Sorento, 2024 Kia Soul and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
