Hyundai filed this with NHTSA as a service bulletin dated Jun 8, 2023, received Jun 30, 2023, about the engine. It names 6 model years (2019–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Superseded. Hyundai replaced this bulletin with T9E dated Sep 23, 2025. Read that one first; this page stays as the record of what was filed under 23-01-049H.
2019 -2022MY Kona EV (OS EV) 7 May 2019 – 12 Oct 2021 “Produced from 05/07/2019 to 10/12/2021”
2020 -2021MY Ioniq EV (AE EV) 1 Nov 2019 – 17 May 2021 “Produced from 11/01/2019 - 05/17/2021”

What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.

This bulletin provides instructions to correct a condition with BSC-1 blue coolant flow restriction by debris causing abnormal high EWP (electric water pump) speed in certain 2020-21MY Ioniq Electric (AE EV) and 2019-22 Kona Electric (OS EV) models. Vehicle symptoms may include "Coolant supplement” or “Refill Inverter Coolant" warning light On. No related DTC are found stored. Normal inverter coolant reservoir tank level is confirmed. Special tools are required for this campaign to flush and clean debris from different cooling system circuits. The coolant will be replaced by updated BSC-2 low conductivity blue coolant.

Read by machine from the document NHTSA serves (27 pages), read Sep 30, 2026. A part number is shown only where it matches Hyundai’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 6 model years this bulletin names have filed 769 complaints with NHTSA since 2015. 476 of them name Engine, Power Train — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2019 Hyundai Kona, the 49 owners who gave an odometer reading for Engine reported it at a median of 70,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

The recall for my 2019 Hyundai Kona was issued 28 Apr 2021. It is now the middle of July 2021. How long should Hyundai owners need to wait for a remedy? I feel unsafe even driving this vehicle knowing it could possibly blow up. As of 7/12/2021, no remedy is listed. I have called my local dealer and they say the same, no remedy yet

My wife was pulling into a parking place at Home Depot when the car suddenly accelerated, jumped the curb & hit a tree on the sidewalk. It did significant damage to the front bumper of the car but the airbags did not deploy & my wife was not hurt. I am guessing that it will be several thousand dollars to repair

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Hyundai 23-01-049H a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 23-01-049H repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Hyundai warranty extension on file lists the ones Hyundai has filed.

Which vehicles does 23-01-049H cover?

The manufacturer filed it against 6 model years: 2021 Hyundai Ioniq, 2020 Hyundai Ioniq, 2022 Hyundai Kona, 2021 Hyundai Kona, 2020 Hyundai Kona, 2019 Hyundai Kona. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2019 -2022MY Kona EV (OS EV): built 7 May 2019 – 12 Oct 2021; 2020 -2021MY Ioniq EV (AE EV): built 1 Nov 2019 – 17 May 2021 — the build date is on the certification label in the driver’s door jamb.
