Ford bulletin TSB 24-2163

What it saysThis article supersedes TSB 24-2017 to update the Service Procedure and Parts List. NHTSA’s full summary ↓

Ford filed this with NHTSA as a service bulletin dated May 25, 2024, received Jun 4, 2024, about the electrical system. It names 2 model years (2021–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Superseded. Ford replaced this bulletin with TSB 25-2247 dated Jun 9, 2025. Read that one first; this page stays as the record of what was filed under TSB 24-2163.
Built 2021-2022 Mustang Mach-E vehicles: on or before May 28, 2022 “Some 2021-2022 Mustang Mach-E vehicles built on or before 28-May-2022 may exhibit an illuminated malfunction indicator lamp (MIL) and/or powertrain malfunction (wrench) indicator with diagnostic trouble codes (DTCs)…”

What it applies to, as NHTSA’s summary states it — build dates and equipment as the manufacturer filed them. The dealer checks the VIN and the build date on the door jamb; a vehicle outside the window is not covered by this bulletin.

This article supersedes TSB 24-2017 to update the Service Procedure and Parts List. Some 2021-2022 Mustang Mach-E vehicles built on or before 28-May-2022 may exhibit an illuminated malfunction indicator lamp (MIL) and/or powertrain malfunction (wrench) indicator with diagnostic trouble codes (DTCs) P0563, P0ADA, P0ADE, P0AA1, P0AA4, P0AA5, P0AA2, P0D10, P0D0F and/or P0C78 stored in the battery energy control module (BECM). It may also have a low/discharged 12V battery and/or display a Stop Safely Now message in the instrument panel cluster (IPC). This may be due to the high voltage battery junction box. To correct the condition, follow the Service Procedure to replace the high voltage battery junction box and reprogram the BECM.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 2 model years this bulletin names have filed 492 complaints with NHTSA since 2015. 236 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2021 Ford Mustang Mach-E, the 17 owners who gave an odometer reading for Electrical System reported it at a median of 30,696 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

After charging for the first time at a DC fast charge station to 80%, I resumed my trip and drove about 3 miles to merge onto the expressway, my screen panel said "safely stop now", with a turtle logo and battery icon coming on. my car then came to a complete stop within a few seconds in the middle of the on-ramp leaving me stranded.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Ford TSB 24-2163 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB 24-2163 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TSB 24-2163 cover?

The manufacturer filed it against 2 model years: 2022 Ford Mustang Mach-E, 2021 Ford Mustang Mach-E. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
