What it saysSome 2021-2025 F-150 non-Lightning, 2023-2025 F-Super Duty, 2024-2025 Ranger, and 2025 Explorer vehicles may exhibit a perceived improper functioning fog lamp(s). NHTSA’s full summary ↓
Ford filed this with NHTSA as a service bulletin dated Jul 2, 2025, received Jul 8, 2025, about the exterior lighting. It names 20 model years (2021–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationSome 2021-2025 F-150 non-Lightning, 2023-2025 F-Super Duty, 2024-2025 Ranger, and 2025 Explorer vehicles may exhibit a perceived improper functioning fog lamp(s). Customers may describe fog lamps blinking, turning on or off, or flashing. If the vehicle is equipped with cornering lamps, this may be normal function. Under certain conditions and inputs, either lamp might turn on or off independently to aid visibility during cornering. This condition does not affect vehicle durability and no additional diagnosis or service is required for this condition at this time. For additional cornering lamp information, refer to the Owner's Manual and/or Workshop Manual (WSM), Section 417-01.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 17 model years this bulletin names have filed 3,375 complaints with NHTSA since 2015. 230 of them name Exterior Lighting — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
What component or system failed or malfunctioned, and is it available for inspection upon request? High beam "projector style" LED headlights have bright lines that are very distracting when driving at night. How was your safety or the safety of others put at risk? Driver's vision is impacted.
2024 Ford F-450 Super Duty · Exterior Lighting · filed with NHTSA Feb 7, 2024
For years FORD vehicles, especially pickup trucks, have blinded drivers with their improperly adjusted headlights; because FORD gives incorrect instructions to adjust them. I refer to page 474 of the 2025 Superduty owners manual as evidence.
2025 Ford F-250 Super Duty · Exterior Lighting · filed with NHTSA Jun 25, 2026
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford SSM 54008 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SSM 54008 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does SSM 54008 cover?
The manufacturer filed it against 20 model years: 2025 Ford Explorer, 2025 Ford F-150, 2024 Ford F-150, 2023 Ford F-150, 2022 Ford F-150, 2021 Ford F-150 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
