GM filed this with NHTSA as a service bulletin dated Nov 15, 2024, received Dec 5, 2024, about the electrical system. It names 19 model years across Chevrolet and GMC (2018–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 19 model years this bulletin names have filed 7,321 complaints with NHTSA since 2015. 1,254 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2019 Chevrolet Silverado, the 72 owners who gave an odometer reading for Electrical System reported it at a median of 11,750 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
I rely heavily on this vehicle for my business and within 1 year of ownership, the vehicle broke down on the highway allowing it to only run @ 30mph. After finally locating a dealer who could evaluate the vehicle in less than 1 week, I was informed that the part was unavailable and they indicated, "it could take 1 month or 3 months to…
2023 GMC Sierra 2500HD · Electrical System · filed with NHTSA Jun 6, 2025 · ODI 11665263
Electrical component- Dashboard is constantly glitching, blue-tooth will not connect properly, electrical appears to turn off randomly while driving to the point we have to pullover because it appears and feels like the truck is turning off. Power step running boards malfunction- They don't open or close when they are supposed to.
2022 GMC Sierra · Electrical System · filed with NHTSA Nov 10, 2022 · ODI 11493129
While driving on rainy day about 20 MPH the engine would alternate between a power surge to no power. This continued for several minutes while driving (nowhere to pull over) until the engine completely died. Both the jerking forward and the shutoff while driving could have caused a horrible accident but fortunately we were lucky.

Common questions
Source: NHTSA, 49 CFR 579.5Is GM PIT5860B a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the PIT5860B repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every GM warranty extension on file lists the ones GM has filed.
Which vehicles does PIT5860B cover?
The manufacturer filed it against 19 model years across 2 brands (Chevrolet and GMC): 2022 Chevrolet Silverado, 2021 Chevrolet Silverado, 2020 Chevrolet Silverado, 2019 Chevrolet Silverado, 2022 Chevrolet Silverado 2500HD, 2022 Chevrolet Silverado 3500HD and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
