What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationBMW AG has decided on a service campaign for certain vehicles from the G0x, G12 and G20 series. Please have the starter motor checked and, if necessary, replaced in the vehicles concerned (according to the vehicle identification number selection) if possible before vehicle delivery. If vehicles have already been delivered, please have the measure carried out the next time the vehicles enter the workshop. A bolting fault on the long bolt screws can cause the magnets in the starter motor to twist. As a result, the power of the starter motor decreases. As a result, the engine does not start.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.
