Counts are owner reports to NHTSA, not verified defects, and scale with how many of these were sold; nothing here is a rate. NHTSA groups complaints coarsely, so “Service Brakes” means the same area of the vehicle, not one fault.

In owners’ own words

The brakes failed when in reverse. The reverse sensors do not detect movement, the car does at intersections. A blue vertical line appears when the car is in reverse. The panel freezes...all this happened when the car was in motion
On two different occasions while driving on the freeway, with no vehicles in the vicinity, my car abruptly applied the brake system. I didn't think to make note of the speed or date when it happened the first time, but I did make note of the second occurrence. During both occurrences, econ mode was turned off.
I was pulling into a parking space, approximately 5 MPH, applying the brakes to stop when the vehicle suddenly accelerated and was only stopped when it hit a concrete barrier
Car accelerates rapidly, surges forward when I step on the gas. I could not stop in time to avoid collision
While driving monday, 08/27/18, my car abruptly applied the braking system. I was going about 35 MPH in town driving, not the freeway. There was a car in front of me about 4 or so car lengths. There were cars to my right and the rear but none were so close that I was in danger of hitting them nor they hitting me.

Common questions
Source: NHTSA complaint database, recalls and manufacturer communicationsAre brake problems common on the 2018 Honda CR-V?
They are documented: NHTSA holds 196 owner complaints naming the brakes on this model year (9% of everything owners filed about it), and 45 manufacturer bulletins are filed under the same heading. Whether it is a problem on one particular car is a diagnosis, not a count, and a count says nothing about how many were sold.
Is there a recall for the brakes on the 2018 Honda CR-V?
No recall campaign is filed under this heading for this model year (there are 5 filed under other headings). A bulletin is not a recall: it carries no federal duty to repair for free.
When do brake problems show up on the 2018 Honda CR-V?
Owners who gave an odometer reading reported it at a median of 15,600 miles; half of them between 6,000 and 29,000. That is when reports cluster, not the life of a part.
What does NHTSA's "Service Brakes" heading cover?
The hydraulic brakes, ABS and brake assist. Owners choose the heading when they file, so it says which area of the vehicle the complaint is about, not which part failed.
