The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 8 model years this bulletin names have filed 2,669 complaints with NHTSA since 2015. 561 of them name Engine, Vehicle Speed Control — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2019 Toyota RAV4, the 28 owners who gave an odometer reading for Engine reported it at a median of 31,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

I purchased the car last July. Up to December, the car performed fine. Starting in December when I used the car heater repeatedly due to subzero temperatures, I noticed a burning smell coming from the vents. I was afraid that the engine or car would catch fire. I called the Tansky Toyota dealership and was told to bring the car in.

2022 Toyota RAV4 · Engine · filed with NHTSA Apr 22, 2023 · ODI 11518482

Engine coolant smell after driving. Doesnt matter how long I drove, 10 minutes or 6 hours, smell is there. Smell is sronger from driver side. Dealership told me it just does that! That they let sit in the parking lot running for an hour and there was no leak. It only has 10k miles on it. It shouldn't reek of hot coolant at all!

2020 Toyota Camry · Engine · filed with NHTSA Sep 19, 2020 · ODI 11359920

Occasionally engine revs up while braking. The most incident was when braking for a stop sign. I took my foot off the accelerator and depressed the brake pedal. The engine speed increased and I had to step harder on the brake. Briefly a message appeared warning the brake and accelerator pedals were both depressed.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Toyota T-SB-0005-24 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the T-SB-0005-24 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Toyota warranty extension on file lists the ones Toyota has filed.

Which vehicles does T-SB-0005-24 cover?

The manufacturer filed it against 8 model years: 2021 Toyota Avalon, 2022 Toyota Camry, 2021 Toyota Camry, 2020 Toyota Camry, 2022 Toyota RAV4, 2021 Toyota RAV4 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
