Kia bulletin TSB_ELE380

What it saysThis bulletin provides information to install the Vehicle-to-Everything ‘V2X’ function enhancements by upgrading the software of the Vehicle Charging Management System ‘VCMS’, Rear Motor Control Unit ‘R_MCU’, Vehicle… NHTSA’s full summary ↓

Kia filed this with NHTSA as a service bulletin dated Apr 22, 2025, received Apr 23, 2025, about the fuel/propulsion system. It names 2 model years (2024–2025). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

TECHNICAL SERVICE BULLETIN: VEHICLE-TO-EVERYTHING (V2X) SOFTWARE UPGRADE - This bulletin provides information to install the Vehicle-to-Everything ‘V2X’ function enhancements by upgrading the software of the Vehicle Charging Management System ‘VCMS’, Rear Motor Control Unit ‘R_MCU’, Vehicle Control Unit ‘VCU’ and Battery Management Unit ‘BMU’ systems on some 2024-2025MY EV9 (MV1) vehicles produced from September 25, 2023 through October 15, 2024, that have been unable to be updated using the Over-The-Air (OTA) method. The V2X technology allows EV9 vehicles to interact with other devices such as Vehicle-to-Home ‘V2H’ and Vehicle-to-Grid ‘V2G’ technology which enables bidirectional charging, where the EV's battery can be used as a mobile energy storage unit, providing power to the grid or a home backup power source.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 2 model years this bulletin names have filed 233 complaints with NHTSA since 2015. 110 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

My 205 EV9 Wind with 24500 Miles left me stranded, the standard battery simbol that in ICE cards refers to the alternator, came on, I tried to get to the dealer about 20 miles in the way home, less that 3 miles after that the car lost power with just enough to move to the shoulder, I stopped, power the car off and tried turning it back…

The vehicle digital instrument cluster turned off and wouldn’t show speed or any other information. The central infotainment screen and the climate control screen worked while driving. The turn signals were not working while this was happening either.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Kia TSB_ELE380 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB_ELE380 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Kia warranty extension on file lists the ones Kia has filed.

Which vehicles does TSB_ELE380 cover?

The manufacturer filed it against 2 model years: 2025 Kia EV9, 2024 Kia EV9. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2024-2025MY EV9 (MV1): built 25 Sep 2023 – 15 Oct 2024; EV9 (MV1): built 25 Sep 2023 – 15 Oct 2024 — the build date is on the certification label in the driver’s door jamb.
