Ford filed this with NHTSA as a service bulletin dated Nov 14, 2023, received Nov 21, 2023, about the equipment. It names 19 model years across Ford and Lincoln (2021–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. What the bulletin says

Source: NHTSA's summary of the manufacturer's communication

Some 2021-2023 Ford and Lincoln vehicles equipped with SYNC 4 may exhibit the navigation feature in the center display screen only displaying imperial (feet and miles) units and not being able to change to metric (meters and kilometers) units. This may be due to the software level of the SYNC module (APIM). To correct this condition, follow the Service Procedure to update the APIM to the latest software level via a coordinated flash. NOTE: The APIM software update that addresses the symptom listed in this article may have been sent via Ford Power-Up software updates delivered over-the-air (OTA) to connected vehicles that have automatic updates enabled through the center display screen. Enter the vehicle identification number (VIN) in Professional Technician System (PTS) and check the OTA Dashboard under the Connected Vehicle tab for OTA update history. If an update to the APIM has successfully completed recently and the customer is reporting the symptoms are no longer present, this article may not apply.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

Owners of the 18 model years this bulletin names have filed 4,082 complaints with NHTSA since 2015.

I turned on the truck and heard a loud crack followed by load static originating from the front passenger area. This was from the stereo speakers. My right ear endured a lasting and substantial amount of pain. I will estimate, based on measurements of SPL I've made as an engineer, that the crack was approximately 120dB

2022 Ford F-150 · Equipment · filed with NHTSA Oct 10, 2022

When I pressed Start yesterday a loud ear-splitting noise emitted from the sound system. It took my shocked brain a moment to realize it wasn't a security alert. When I realized nothing I did would get it to shut off, I got out of the vehicle. It eventually stopped, and the sound system doesn't work at all now.

Bought car new last year. Current 15,000 miles. On Saturday, September 2, I turned the ignition off and then opened the drivers door. Suddenly there was a horrendous loud static noise coming from I assume the radio speakers. It was deafening, and lasted about 3 seconds.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Ford TSB 23-2345 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB 23-2345 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TSB 23-2345 cover?

The manufacturer filed it against 19 model years across 2 brands (Ford and Lincoln): 2023 Ford Bronco, 2022 Ford Bronco, 2021 Ford Bronco, 2023 Ford Escape, 2023 Ford Expedition, 2022 Ford Expedition and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
