What it saysSome 2021-2023 Bronco vehicles equipped with a soft top roof may exhibit rear quarter window(s) that do not stay attached to the rear window after driving the vehicle or using the soft top quick access cargo function… NHTSA’s full summary ↓

Ford filed this with NHTSA as a service bulletin dated Jun 22, 2023, received Jun 30, 2023, about the visibility/wiper. It names 3 model years (2021–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Source: NHTSA's summary of the manufacturer's communication

Some 2021-2023 Bronco vehicles equipped with a soft top roof may exhibit rear quarter window(s) that do not stay attached to the rear window after driving the vehicle or using the soft top quick access cargo function to raise the rear of the soft top assembly for luggage compartment access. This may be due to a retention channel(s) on the rear window that is too narrow. Do not replace the rear quarter windows. To correct this condition, follow the Service Procedure to secure the rear quarter window(s) in place until a new rear window can be obtained to permanently correct this condition.

Read by machine from the document NHTSA serves (4 pages), read Sep 30, 2026. A part number is shown only where it matches Ford’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

Doing the repair yourself, or pricing it before the shop does? Search the part by fitment on eBay Motors — the listing and the price are the seller’s.

What owners reported

Source: NHTSA complaint database

Owners of the 3 model years this bulletin names have filed 847 complaints with NHTSA since 2015. 171 of them name Visibility/Wiper — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

The contact owns a 2023 Ford Bronco. The contact stated while driving in rainy weather at an undisclosed speed, the windshield wipers reduced speed and became inoperable. The vehicle was taken to the dealer where the mechanic was able to duplicate the failure; however, the mechanic was unable to determine the cause of the failure.

When operating the wipers at either of the highest/fastest settings (LOW and HIGH), after about 45 seconds, the wipers will revert to intermittent. This happens at various driving speeds (not specific to driving slow or fast). When driving in heavy rain, it is very dangerous to suddenly not have adequate wipers

2021 Ford Bronco · Visibility/Wiper · filed with NHTSA Feb 28, 2022 · ODI 11454580

Wipers would not stay working as they should on any setting during heavy snow, sleet, and rain. Vehicle has several intermittent settings, as well as (2) continuous wiping settings. The all settings would work as they should for around 60 seconds, then slow down to a very slow intermittent wipe.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Ford TSB 23-2200 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB 23-2200 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TSB 23-2200 cover?

The manufacturer filed it against 3 model years: 2023 Ford Bronco, 2022 Ford Bronco, 2021 Ford Bronco. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
