What it saysSmart Glass Window Function Inoperative. NHTSA’s full summary ↓

Dodge filed this with NHTSA as a service bulletin dated Nov 10, 2023, received Jan 16, 2024, about the electrical system. It names 6 model years (2018–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 6 model years this bulletin names have filed 225 complaints with NHTSA since 2015. 76 of them name Electrical System, Visibility/Wiper — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

This condition matches NHTSA 19v-203 which is for 2019 Dodge challengers. However I have a 2018 Dodge Challenger exhibiting the same symptom. While the car is in motion, and at random times every day, the entire instrument panel cluster will go dark. By dark I mean all illuminated feature on the instrument panel are invisible.

2018 Dodge Challenger · Electrical System · filed with NHTSA Jul 20, 2019 · ODI 11233564

Front windshield on the passenger side developed a stress crack. There is no impact mark and the crack developed while turning a corner. Hopefully this doesn't mean that there is a deeper issue with the frame. This is a common issue on this year and model specifically that many have been complaining about on online forums.

2023 Dodge Challenger · Visibility/Wiper · filed with NHTSA Jul 28, 2025 · ODI 11676658

Had vehicle in reverse, put vehicle back in drive or park and rear view assist camera is still showing on the screen for at least 10-12 seconds after gear is no longer in reverse. Just got car in january of 2021, can’t understand why this happens. Has happened multiple times now

2019 Dodge Challenger · Electrical System · filed with NHTSA May 15, 2021 · ODI 11416706

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Dodge S2323000082 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the S2323000082 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Stellantis warranty extension on file lists the ones Stellantis has filed.

Which vehicles does S2323000082 cover?

The manufacturer filed it against 6 model years: 2023 Dodge Challenger, 2022 Dodge Challenger, 2021 Dodge Challenger, 2020 Dodge Challenger, 2019 Dodge Challenger, 2018 Dodge Challenger. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
