GM bulletin PIP5924

What it saysThis Preliminary Information communication advises the technician of a normal characteristic of the neutral idle feature on a 6T40 transmission NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated May 19, 2023, received Jun 13, 2023, about the power train. It names 12 model years across Chevrolet and Buick (2017–2022). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 12 model years this bulletin names have filed 929 complaints with NHTSA since 2015. 111 of them name Power Train — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

Engine light is on and vehicle is sluggish on hills and keeping up in traffic. Rpms run high if I try. Error code p0299 shows on scanning device- turbo under boost. I have 112,000 miles and need turbo replaced already. this vehicle is very well maintained. I did see a special notice for the GX version of this vehicle.

The contact's girlfriend owns a 2018 Buick Encore. The contact stated while his girlfriend was driving 35 mph, the vehicle inadvertently shifted to neutral and all the door latches unlocked independently. The contact stated that there was no warning light illuminated. The driver continued driving to her destination.

Turbo Charger failed while passing a semi-trailer truck causing a severe lack of power and almost causing a head on collision with on-coming traffic. I had 3 passengers at the time. The problem has been confirmed by a independent service center and I am getting a second opinion from a dealer on 2/3.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM PIP5924 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the PIP5924 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every GM warranty extension on file lists the ones GM has filed.

Which vehicles does PIP5924 cover?

The manufacturer filed it against 12 model years across 2 brands (Chevrolet and Buick): 2022 Buick Encore, 2021 Buick Encore, 2020 Buick Encore, 2019 Buick Encore, 2018 Buick Encore, 2017 Buick Encore and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
