What the bulletin says

Source: NHTSA's summary of the manufacturer's communication

TSB: Pre-Delivery Service (PDS) is a critical step in satisfying our new car customers. Customer feedback indicates the following areas deserve special attention when performing PDS: ?Careful inspection for paint chips/scratches and body dents/dings. ?Proper operation of electrical accessories (including interior light, clock, and radio reset). ?Interior cleanliness. ?Proper function of mechanical systems. Customer retention and proper maintenance of vehicles are and have always been a major focus for Toyota. To help remind customers that regular service is essential to the proper maintenance of the vehicle, dealers are required to install a service reminder sticker before delivery. By doing this, customers will be reminded to return to your dealership for service. Your current service reminder sticker may be used. (See PDS Check Sheet item 8 of ?Final Inspection and Cleaning.?) This bulletin contains the PDS procedures that apply specifically to 2024 model year Grand Highlander and Grand Highlander Hybrid vehicles. A universal PDS Check Sheet that contains PDS steps that apply to all 2024 model year Toyota vehicles has been developed. To properly perform a complete PDS, you must complete all procedures contained in this TSB as well as the universal PDS Check Sheet. In addition, if the vehicle is stored for over 30 days, be sure to follow Long-Term Vehicle Storage Guidelines.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Toyota TSB-0036-23 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB-0036-23 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Toyota warranty extension on file lists the ones Toyota has filed.

Which vehicles does TSB-0036-23 cover?

The manufacturer filed it against 1 model year: 2024 Toyota Grand Highlander. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
