What it saysTSB: SUPERSESSION NOTICE The information contained in this bulletin supersedes Service Bulletin No. NHTSA’s full summary ↓
Toyota filed this with NHTSA as a service bulletin dated Oct 16, 2023, received Jul 15, 2019, about the wheels — 2 documents under this number: T-SB-0070-19 and 1 more. It names 8 model years (2016–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
The contact owned a 2023 Toyota 4Runner. The contact stated that while her father was driving under 30 MPH on a side road, the driver swerved to miss a deer. The vehicle drove off a hill, rolled over and landed on its top, and all the seat belts simultaneously unbuckled, causing all the passengers to hit their heads against the roof…

My daughter was seated on the passenger side rear of my vehicle. Her seatbelt was on correctly and we were slowing down to pull into the driveway. My daughter said her seatbelt was stuck and wouldn't loosen. She unbuckled the seatbelt and tried to loosen it and remove it from around her waist.

Common questions
Source: NHTSA, 49 CFR 579.5Is Toyota T-SB-0070-19 Rev a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the T-SB-0070-19 Rev repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Toyota warranty extension on file lists the ones Toyota has filed.
Which vehicles does T-SB-0070-19 Rev cover?
The manufacturer filed it against 8 model years: 2023 Toyota 4Runner, 2022 Toyota 4Runner, 2021 Toyota 4Runner, 2020 Toyota 4Runner, 2019 Toyota 4Runner, 2018 Toyota 4Runner and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
