What it saysBelt Integrated Starter Generator (BISG) Charging Inoperative on First Startup NHTSA’s full summary ↓

Land Rover filed this with NHTSA as a manufacturer communication dated Feb 21, 2025, received Mar 7, 2025, about the electrical system. It names 2 model years (2023–2024). A manufacturer communication is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 2 model years this bulletin names have filed 19 complaints with NHTSA since 2015. 10 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

Red warning in dash along with “stop safely, electrical fault detected.” Car drove normally for a mile before wipers came on and then multiple warnings for “collision, suspension, stability, height, tire, braking fault, ect. detected” came on. Car lost all power, steering wheel locked, unable to park or turn off vehicle with push button.

While stopped in traffic with the vehicle’s automatic engine start-stop feature engaged, the vehicle failed to respond when the accelerator was pressed. The engine had shut off normally due to the start-stop system, but when attempting to move again, the vehicle did not accelerate and appeared temporarily disabled.

2023 Land Rover Discovery · Electrical System · filed with NHTSA Feb 6, 2026 · ODI 11716334

I purchased my 2024 Land Rover Discovery new in March of 2024. In October of 2025, I found a large amount of water leaking through my windshield. Land Rover had my vehicle from October 2025 until April 2026. When it was returned to me it had mold in that had to be remidate3d and now my screen is starting to short.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Land Rover Discovery_N846_21FEB25 a recall?

No. A manufacturer communication is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the Discovery_N846_21FEB25 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does Discovery_N846_21FEB25 cover?

The manufacturer filed it against 2 model years: 2024 Land Rover Discovery, 2023 Land Rover Discovery. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
