Kia bulletin TSB_FUE062_R1

What it saysThis bulletin has been revised to include additional information. NHTSA’s full summary ↓

Kia filed this with NHTSA as a service bulletin dated Feb 22, 2024, received Mar 2, 2024, about the electrical system. It names 2 model years (2022–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

2024MY Carnival (KA4) 4 Jan 2021 – 26 Oct 2022 “Produced from January 4, 2021 through October 26, 2022”
Carnival (KA4) 4 Jan 2021 – 26 Oct 2022 “Carnival (KA4) January 4, 2021 to October 26, 2022”

What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.

TECHNICAL SERVICE BULLETIN: SERVICE ACTION: ECM LOGIC UPDATE FOR DTC P2118 AND THROTTLE BODY FREEZING (SA514) - This bulletin has been revised to include additional information. New/revised sections of this bulletin are indicated by a black bar in the margin area. This bulletin provides the procedure to update the software logic of the Engine Control Module (ECM) system on some 2022-2024MY Carnival (KA4) vehicles produced from January 4, 2021 through October 26, 2022, which may exhibit an MIL "ON" with DTC P2118. The throttle body plate may freeze after a cold soak in very cold temperatures, possibly causing the vehicle to go into "limp-home" mode. Once the vehicle is warmed up, the throttle body performs normally.

What the document itself lists

Labour operation and the time the manufacturer allows

OperationDescriptionTime
220128R1 (See Message Below)0.4 hrs

Read by machine from the document NHTSA serves (10 pages), read Sep 30, 2026. A part number is shown only where it matches Kia’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

Affiliate disclosure: some links on this page are affiliate links. If you request a quote or buy through them we may earn a commission at no extra cost to you. Nothing on this page changes because of it.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 2 model years this bulletin names have filed 188 complaints with NHTSA since 2015. 73 of them name Electrical System, Engine, Fuel/Propulsion System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

The contact owns 2022 Kia Carnival LX. The contact stated that while driving at 55 MPH, the engine misfired, and the check engine warning light was illuminated. In addition, the vehicle would shudder when warming up. The vehicle was driven to local repair and diagnosed several times with the same failure, but not repaired.

2022 Kia Carnival · Electrical System · filed with NHTSA Mar 4, 2022 · ODI 11455242

We drove an hour then sat in the car while it was on for about 30 minutes. The gas tank was 14% full. We started driving again down a bit of a hill & got to a stop light. The car started beeping & said “engine off! Switch to N then start engine” We turned the car off and back on & it started working

2023 Kia Carnival · Engine · filed with NHTSA Jul 4, 2024 · ODI 11598816

The throttle body froze up and the Van went into "limp mode". I was driving on a semi-busy road and I could not go above 10mph. It would not let me shift either. Like it was not getting any gas to let me accelerate. The check engine light was on, I used a scan reader and the code came as P2118.

2022 Kia Carnival · Engine · filed with NHTSA Jan 22, 2022 · ODI 11448472

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Kia TSB_FUE062_R1 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB_FUE062_R1 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Kia warranty extension on file lists the ones Kia has filed.

Which vehicles does TSB_FUE062_R1 cover?

The manufacturer filed it against 2 model years: 2023 Kia Carnival, 2022 Kia Carnival. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2024MY Carnival (KA4): built 4 Jan 2021 – 26 Oct 2022; Carnival (KA4): built 4 Jan 2021 – 26 Oct 2022 — the build date is on the certification label in the driver’s door jamb.
