Kia bulletin CS2307B_OWNR2

What it saysCUSTOMER SATISFACTION CAMPAIGN: OWNER RE-NOTIFICATION - This document is the owner re-notification advising that Kia has developed a software upgrade that can be installed on the vehicle to restrict the operation… NHTSA’s full summary ↓

Kia filed this with NHTSA as a service bulletin dated Aug 22, 2023, received Aug 24, 2023, about the electrical system. It names 4 model years (2018–2021). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

CUSTOMER SATISFACTION CAMPAIGN: OWNER RE-NOTIFICATION - This document is the owner re-notification advising that Kia has developed a software upgrade that can be installed on the vehicle to restrict the operation of the vehicle's ignition system should a locked vehicle be the subject of a break-in and theft attempt without the key. This software upgrade will be available to the customer free of charge for eighteen (18) months from the date of the original letter. When the software upgrade is complete, Kia will also provide the customer with window stickers that can be applied to the vehicle to discourage a break-in.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 4 model years this bulletin names have filed 92 complaints with NHTSA since 2015. 10 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

My car had been broken into and was attempted to be stolen on December 22, 2022. A few months ago, a neighbor left a note on my car stating that someone was looking through the windows suspiciously. Today, December 12, 2023, my car was stolen from a paid for parking garage at my apartment complex with no cameras.

2019 Kia Rio · Electrical System · filed with NHTSA Dec 12, 2023 · ODI 11559775

Took my car in as the airbag light on the dashboard kept turning on and off— with or without a passenger in the seat. The dealership ran a diagnostic inspection and turns out that the passenger side OCS Mat and ECU are faulty and need to be replaced (DTC codes B176700 and B17672F).

2018 Kia Rio · Electrical System · filed with NHTSA Mar 26, 2026 · ODI 11727369

I went into a rural King store to shop when I came back out my car was completely filled with smoke. I opened the front passengerdoor and the smoke hit me in the face it was so thick and green it was just it took my breath.

2020 Kia Rio · Electrical System · filed with NHTSA Apr 6, 2025 · ODI 11653010

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Kia CS2307B_OWNR2 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the CS2307B_OWNR2 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Kia warranty extension on file lists the ones Kia has filed.

Which vehicles does CS2307B_OWNR2 cover?

The manufacturer filed it against 4 model years: 2021 Kia Rio, 2020 Kia Rio, 2019 Kia Rio, 2018 Kia Rio. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
