Ford filed this with NHTSA as a service bulletin dated Jun 6, 2024, received Jun 10, 2024, about the service brakes. It names 2 model years (2023–2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationWhat it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.
Some 2023-2024 F-150 non-hybrid/non-Lightning vehicles built on or after 01-Mar-2023 may exhibit an illuminated battery malfunction indicator and/or illuminated ABS malfunction indicator which may be accompanied by a Check Brake System message and/or 12V Battery State Of Charge Low message in the instrument panel cluster (IPC) with diagnostic trouble code (DTC) U3003:16 stored in the ABS module. This may be due to the state of charge of the battery. The Workshop Manual (WSM) has recently been updated with improved diagnostics for this condition. Refer to the WSM, Section 206-09 Anti-Lock Brake System (ABS) and Stability Control, Diagnosis and Testing, Anti-Lock Brake System (ABS) and Stability Control - Electric, Pinpoint Tests, Pinpoint Test A: ABS Voltage Supply Concerns for applicable diagnostics.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 2 model years this bulletin names have filed 745 complaints with NHTSA since 2015. 237 of them name Electrical System, Service Brakes — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
On the 2023 Ford F-150, the 15 owners who gave an odometer reading for Service Brakes reported it at a median of 12,000 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.
The parking brake has repeatedly engaged without action from the owner/operator. This seems to happen at random. The dash warning light does show upon occurrence. There is no known cause for, or understanding of, this malfunction. The Ford certified dealer could not confirm as it did not occur under their supervision when serviced.

Sporadically the vehicle will not start. 200 miles on the 2023 powerboost and this has happened 3 times. Vehicle says pull over safely now and will not allow me to put into gear. picture of battery on dash. Vehicle always sitting in heated insulated garage. Waited a day and then it starts.

My 2023 Ford F-150 keeps having an issue where the electronic parking brake will engage while I'm driving. The issue has happened to me at least five times. Luckily for me I was going between 5-10 miles per hour and did not have any vehicles around me.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Ford SSM 52594 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the SSM 52594 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does SSM 52594 cover?
The manufacturer filed it against 2 model years: 2024 Ford F-150, 2023 Ford F-150. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: built on or after 1 Mar 2023 — the build date is on the certification label in the driver’s door jamb.
