Dodge bulletin 104523

Dodge filed this with NHTSA as a service bulletin dated Apr 22, 2025, received Apr 25, 2025, about the structure. It names 8 model years (2016–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

Read by machine from the document NHTSA serves (1 page), read Sep 30, 2026. A part number is shown only where it matches Dodge’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

Doing the repair yourself, or pricing it before the shop does? Search the part by fitment on eBay Motors — the listing and the price are the seller’s.

What owners reported

Source: NHTSA complaint database

Owners of the 8 model years this bulletin names have filed 352 complaints with NHTSA since 2015. 99 of them name Electrical System, Structure — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

This condition matches NHTSA 19v-203 which is for 2019 Dodge challengers. However I have a 2018 Dodge Challenger exhibiting the same symptom. While the car is in motion, and at random times every day, the entire instrument panel cluster will go dark. By dark I mean all illuminated feature on the instrument panel are invisible.

2018 Dodge Challenger · Electrical System · filed with NHTSA Jul 20, 2019 · ODI 11233564

2023 Dodge Challenger was parked and not running. Opened driver's door and windshield cracked from pillar on passenger side. No prior stone chips, no prior cracks. Car had less than 3000 miles when crack occurred. Appears that windshield was not properly bonded to the vehicle. Paid Safelite $348.03 for windshield replacement

2023 Dodge Challenger · Structure · filed with NHTSA Oct 22, 2024 · ODI 11621282

The driver side smart window rolls up and down about a half inch when the vehicle is completely off sometimes causing a dead battery. In addition when driving the window will also Crack open and do the same thing causing loud noise which can easily distract the driver while the vehicle is being operated

2017 Dodge Challenger · Electrical System · filed with NHTSA Mar 15, 2022 · ODI 11456720

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Dodge 104523 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 104523 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Stellantis warranty extension on file lists the ones Stellantis has filed.

Which vehicles does 104523 cover?

The manufacturer filed it against 8 model years: 2023 Dodge Challenger, 2022 Dodge Challenger, 2021 Dodge Challenger, 2020 Dodge Challenger, 2019 Dodge Challenger, 2018 Dodge Challenger and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
