GM filed this with NHTSA as a service bulletin dated Jul 12, 2023, received Aug 21, 2023, about the back over prevention. It names 22 model years across Chevrolet, GMC and Cadillac (2019–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 22 model years this bulletin names have filed 8,138 complaints with NHTSA since 2015. 191 of them name Structure — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
Tailgate opens by itself, a know issue by GM and Sierra drivers. Mine was damaged by opening and banging against my travel trailer. I have been talking with GM about this since September. Today a different department told me they require up to 30 days to investigate and if I pay for the repairs myself they will cancel the investigation.
2023 GMC Sierra · Structure · filed with NHTSA Dec 4, 2023
I originally bought a new 2019 Chevrolet Silverado 1500 ld on 06/08/2019, I really liked the truck and its many features. After several weeks I noticed the whole underside frame and driveline components were rusted and corroded. I brought it back to my dealer and they immediately located a replacement vehicle for me.
2019 Chevrolet Silverado · Structure · filed with NHTSA Jul 25, 2019
My vehicle was sold as EQUIPPED W/ FRONT/REAR PARK ASSIST; INCLUDES LATER RETROFIT printed on the window sticker . I took delivery nearly 2 years ago and this safety retrofit has still not been completed . I have reached out to GM customer service who provides vague excuses and no further information for repair.
2022 Chevrolet Suburban · Back Over Prevention · filed with NHTSA Jun 30, 2023
A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is GM PIT5990A a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the PIT5990A repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.
Which vehicles does PIT5990A cover?
The manufacturer filed it against 22 model years across 3 brands (Chevrolet, GMC and Cadillac): 2023 Cadillac Escalade, 2022 Cadillac Escalade, 2021 Cadillac Escalade, 2023 Chevrolet Silverado, 2021 Chevrolet Silverado, 2019 Chevrolet Silverado and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
