GM bulletin 19-NA-223

What it saysThis service bulletin provides information for dealers/technicians on a normal characteristic of Brake Pedal - Excessive Click Noise with Slight Press of the Brake Pedal. NHTSA’s full summary ↓

GM filed this with NHTSA as a service bulletin dated Oct 3, 2023, received Oct 25, 2023, about the service brakes. It names 11 model years across Chevrolet and Buick (2020–2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 11 model years this bulletin names have filed 884 complaints with NHTSA since 2015. 122 of them name Service Brakes — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

On the 2020 Buick Encore, the 14 owners who gave an odometer reading for Service Brakes reported it at a median of 1,476 miles. That figure is one model year’s, not the whole range this bulletin covers — medians from different model years are not averaged.

The brakes squeak constantly and occasionally skid or lock up. The car will occasionally have all electrical power disconnected so all screens go blank for 2-3 secs (sometimes in succession for 3 times max), the car will continue to run and drive. However, the screens will blink as if starting up each time the car does this.

2024 Buick Encore · Service Brakes · filed with NHTSA Oct 23, 2025

Intermittent Service Brake Assist Light with very hard brake pedal and almost no breaks backing up. Have had it to several shops who said it was a turbo booster issue so scheduled service with Patriot GMC Boyertown Pa. Also intermittently has little to no power causing driving hazard suddenly especially uphill.

2021 Buick Encore · Service Brakes · filed with NHTSA May 27, 2026

The contact owns a 2022 Chevrolet Trailblazer. The contact stated while driving 20 MPH and attempting to stop the vehicle, the brake pedal was depressed to the floorboard and the vehicle failed to come to a complete stop. After the failure, the "Service ESC" and "Service Power Steering" messages were displayed.

2022 Chevrolet Trailblazer · Service Brakes · filed with NHTSA Nov 14, 2023

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is GM 19-NA-223 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 19-NA-223 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 19-NA-223 cover?

The manufacturer filed it against 11 model years across 2 brands (Chevrolet and Buick): 2024 Buick Encore, 2023 Buick Encore, 2022 Buick Encore, 2021 Buick Encore, 2020 Buick Encore, 2024 Buick Envista and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
