What NHTSA says
Source: Office of Defects Investigation, as filedIn response to thermal events, various manufacturers filed NHTSA recalls for loose hardware inside the propulsion battery packs, naming BorgWarner, and their acquired company Akasol, as the supplier. On February 5, 2025, Volvo Trucks North America (Volvo Trucks) filed recall 25V055 covering certain 2023-2025 VNREvehicles. On March 25, 2025, Volvo expanded the recall to increase the population from 13 to 77 vehicles. On April 3, 2025, Volvo expanded the recall to increase the population to 142 vehicles. On July 22, 2025, Volvo further expanded the recall to increase the population to 174 vehicles. On March 11, 2025, Cummins Inc. (Cummins) filed recall 25E018 to cover battery packs used in Blue Bird buses. After four population amendments in five months, the number of affected battery packs had increased from 19 to 107. On March 25, 2025, Nova Bus (US) Inc. (Nova Bus) filed recall 25V184 covering four 2022-2023 Nova Bus LFS transit buses. On April 3, 2025, Nova Bus expanded the recall to 10 vehicles. On May 14, 2025, the recall population increased to 16 vehicles. Finally, on July 22, 2025, Nova Bus expanded the recall to 24 vehicles. On March 25, 2025, Mack Trucks, Inc. (Mack) filed recall 25V185 initially for seven 2022-2025 Mack LRBE trucks. The population increased to 10 on April 3, 2025 and then to 17 vehicles on July 22, 2025. On April 1, 2025, Gillig, LLC (Gillig) filed recall 25V203 for 15 2023-2024 Low Floor transit buses. On May 23, 2025, Gillig expanded this recall to 27 vehicles. On May 29, 2025, based on the above filings, BorgWarner (Akasol) filed recall 25E035. After amendments, the final population was 543 battery packs. Based on the repeated expansions, often based on additional failures in the field outside the scope of what had been recalled, as well as other reports of post-recall remedy failures, ODI is opening this Recall Query (RQ) to understand how the recalls were scoped and assess the remedy effectiveness of the recalls.
A Recall Query is a look at a recall that already exists — whether its remedy works, whether it reached every vehicle it should have, whether the manufacturer met its obligations. The summary is the agency’s own text from its investigation file, unedited; the resumes carrying the full reasoning are linked below.
The paperwork NHTSA filed
Source: every document on this action, at nhtsa.gov- Opening resume — ODI’s own summary of why it opened this — the subject, what prompted it, and the vehicles in scope.
These are NHTSA’s own files, served from the agency’s site — the resumes are what ODI wrote when it opened and closed the action, and the rest is the correspondence behind them, including what the manufacturer sent when the agency asked. They are linked, not copied: where a document names the people who wrote in, that redaction is the agency’s to make and its copy is the one you should read.
What this means for an owner
Source: and what happens nextAn investigation is not a finding that a defect exists, and it puts no duty on anyone. NHTSA opens a Preliminary Evaluation when complaints and other reports suggest a condition worth asking the manufacturer about; it upgrades to an Engineering Analysis when the answers warrant testing; it closes either when it recommends a recall, when the manufacturer recalls on its own, or when no defect trend is found. The agency’s own goals are about four months for a petition, eight for a Preliminary Evaluation or a Recall Query and eighteen for an Engineering Analysis; many run longer.
This one is open. Nothing is owed on the vehicle today; if it becomes a recall, owners are written to and the repair is free. The moment to know is the day the campaign number appears — Recall Watch checks each VIN against every new NHTSA campaign and emails you when one lands, or take a free one-line alert by model year.

An investigation is not a recall. Yet.
If NHTSA’s questions become a recall, the campaign lands in the federal file first. Recall Watch checks your VINs against every new campaign the night it is filed.
Common questions
Source: NHTSA Office of Defects InvestigationIs RQ26005 a recall?
No. A recall query is NHTSA asking questions, not a recall. A safety recall carries an NHTSA campaign number and a duty to repair for free; this one has not produced one. Whether one particular vehicle has an open recall is a VIN question at nhtsa.gov/recalls.
Is RQ26005 still open?
Yes, as of NHTSA’s latest file: opened Oct 30, 2026, 5 days ago.
Which vehicles does RQ26005 cover?
